Former Outagamie County HR Director Faces Child Pornography Charges

According to online court documents, Adam Westbrook, who formerly served as the Human Resources Director for Outagamie County, has been charged with four counts of possessing child pornography and three counts of sexually exploiting a minor.

Last Friday, Westbrook was taken into custody as a result of a concerted effort by a number of different agencies, one of which being the Wisconsin Department of Justice. This arrest was made as part of an investigation into Internet Crimes Against Children that was being conducted in Kenosha County. Sauk County Jail was the location where he was booked.

The month of September 2023 marked the beginning of Westbrook’s employment with Outagamie County. next his arrest, Westbrook reportedly tendered his resignation the next day, as stated by County Executive Tom Nelson.

In the time leading up to his arrival in Outagamie County, Westbrook held comparable roles in the city of Sheboygan and CESA-6, both of which lasted for a period of time that was shorter than a year. In addition, he had previously held the position as district attorney for Neenah.

In addition to his professional responsibilities, Westbrook participated in paid volunteer work within the Menasha and Kaukauna school systems, where he assisted with musical performances when he was not working. The termination of these professional partnerships has been certified by the relevant authorities.
